Parliament Approves Waqf (Amendment) Bill 2025 Amid Heated Debate, Dr. Syed Naseer Hussain Strongly Opposes Waqf Bill, Calls It a Tool for Polarization

New Delhi : (4th April 2025)  The Rajya Sabha passed the Waqf (Amendment) Bill 2025 in the early hours today after a detailed discussion. The upper house cleared the Bill with 128 votes in favor, while 95 members opposed it. The Lok Sabha had already approved the Bill earlier.

During the debate, Rajya Sabha MP from Congress Dr. Syed Naseer Hussain strongly opposed the Bill, calling it misleading and aimed at communal polarization. He alleged that the BJP government was trying to divide communities through this legislation.

Dr. Hussain explained that “Waqf” means a charitable donation, and such donations exist in all religions, not just in Islam. He further rejected the allegation that the Waqf Board can take ownership of any land, questioning whether India does not have established property laws. Drawing an example, he said, “If we pray in a train or flight, does it mean they become ours?” He clarified that if the Waqf Board receives a complaint, it follows a proper legal procedure, including an investigation by the Survey Commissioner and verification by the Collector, before the state government issues a gazette notification. If anyone is dissatisfied, they have the right to appeal in the tribunal or even the court.

Dr. Hussain criticized Union Minister of Minority Affairs Kiren Rijiju, questioning what the government had done in the past ten years. He pointed out that the Central Waqf Council’s website only displays Rijiju’s name, while the council itself remains non-functional. 

Interrupting Dr. Hussain, Union Home Minister Amit Shah accused the opposition of misleading the people about the Bill. The debate in Rajya Sabha reflected sharp divisions between the ruling party and the opposition, with strong arguments from both sides.

Leader of opposition in Lok Sabha & Congress leader Shri Rahul Gandhi in his message on X, he said that “The Waqf (Amendment) Bill is a weapon aimed at marginalising Muslims and usurping their personal laws and property rights.

This attack on the Constitution by the RSS, BJP and their allies is aimed at Muslims today but sets a precedent to target other communities in the future.

The Congress party strongly opposes this legislation as it attacks the very idea of India and violates Article 25, the Right to Freedom of Religion.”

The All India Muslim Personal Law Board (AIMPLB) has strongly opposed the Waqf (Amendment) Bill 2025, calling the government’s stance “regrettable.” In an official statement, AIMPLB General Secretary announced that the board will soon launch a nationwide protest and take legal action against the Bill.

Dr. Syed Naseer Hussain in his social media post on Facebook stated “My address on the Waqf (Amendment) Bill, 2025 and the Mussalman Wakf (Repeal) Bill, 2024 in Rajya Sabha.”
